What is a Bill Payer FMS provider?
A Bill Payer (also called Fiscal Agent) is an FMS model where your provider — AbleRoot — manages all financial transactions on your behalf. We pay your vendors, service providers, and support workers directly from your individual budget. You do not take on any employer responsibilities.
Who is the Bill Payer model right for?
The Bill Payer model is ideal for SDP participants who want straightforward budget management without the responsibilities of being an employer. If you prefer to focus on directing your supports without handling payroll or HR compliance, this is the simplest path.
What is Service Code 315?
Service Code 315 is the California DDS designation for the Bill Payer (Fiscal Agent) FMS model. It is one of three FMS service codes available in California's Self-Determination Program, alongside Co-Employer (316) and Sole Employer (317).
Does AbleRoot charge extra for the Bill Payer model?
No. AbleRoot charges the DDS-approved rate for Service Code 315. FMS fees do not come out of your individual budget — they are billed separately to your regional center at the state-set rate.
