    Co-Employer FAQ

What is the Co-Employer FMS model?

In the Co-Employer model, you and AbleRoot share employer responsibilities. You hire, direct, and manage your support workers. AbleRoot handles the legal employer backend: payroll processing, tax withholding and filing, workers' compensation insurance, and HR compliance under California law.

Who is the Co-Employer model best for?

The Co-Employer model is ideal for SDP participants who want to personally choose and manage their support workers but prefer not to handle the administrative burden of being a full employer. You get the flexibility of directing your own team without the compliance responsibilities.

    What is Service Code 316?

Service Code 316 is the California DDS designation for the Co-Employer FMS model. It is one of three service codes in the Self-Determination Program, alongside Bill Payer (315) and Sole Employer (317).

Can I hire family members under the Co-Employer model?

In many cases, yes. The Co-Employer model allows you to hire community members, friends, and in some cases family members as your support workers. There are state restrictions on certain relationships (such as spouses or legal guardians). AbleRoot will walk you through eligibility during your consultation.

Not sure which model fits your situation?

AbleRoot supports all three FMS models. We'll help you choose during your free consultation — no commitment required.
